NEON Chairperson Duties
- Preside at all NEON general membership and Executive Committee meetings.
- Prepare agenda for meetings.
- Notify Executive Committee members of meetings.
- Monitor attendance of Executive Committee members at meetings to insure that no more than two unexcused absences (voiced directly to the chairperson by the absentee member) be allowed per member.
- Be one of two signatures on checks written on NEON bank accounts.
- Sign all contracts entered into by NEON.
- Serve as an ex officio member of all NEON committees and perform or delegate such other duties as the membership may require.
- Appoint committees as deemed necessary to carry-out the duties of NEON.
- If the Chairperson does not fulfill these responsibilities or any other membership obligations, the Association may elect a new Chairperson.
- Supports and encourages the president on issues and concerns that impact organization.
- Know the duties of the President and be prepared to preside when the president is not available.
- Serve as the official host of the organization at functions and events, by welcoming visitors and guests.
- Countersigns checks in the absence of either the Chair and Treasurer.
- Coordinates social and networking time at monthly meetings, as well as other social events for the organization.
- Project the hospitable image of the group and serves as the primary aide to the Chair.
- Take minutes of NEON Business and Executive Committee Meetings
- Type and distribute minutes from meetings.
- Read the minutes/get approval of the minutes at each meeting.
- Maintain historical information for the group.
- Develop and recommend fiscal policy in conjunction with the NEON Executive Committee.
- Organize and maintain a computerized double entry accounting system.
- Prepare annual budget for submission to Executive Committee.
- Establish an organization bank account where transactions can be promptly completed.
- Submit invoices for membership dues and other chargeable events.
- Collect and safeguard organizations receivables.
- Post receivables payments to membership accounts.
- Maintain the organization bank account subject to audit.
- Prepare monthly financial reports such as P&L and Balance Sheet.
- Prepare special financial reports as possible to support grant requests and usage.
- Validate accuracy of bills submitted to organization for payment.
- Prepare checks for accounts payable transactions.
- Document income and expense elements for future analysis.
- Balance checking account with computer records monthly.
- Other duties as assigned.
- Recruit training committee members.
- Facilitate training committee meetings.
- Plan, organize and develop annual training conference.
- Oversee consultant's duties in regard to training conference.
- Prepare all summaries, budgets and financial reports pertaining to conference.
- Survey NEON membership annually for training needs.
The Policy Chair is responsible for identifying issues that affect both micro business practitioners and owners. The Chair is responsible for reporting these issues to the NEON Executive Committee. The Chair follows the direction of the NEON Executive Committee regarding action on these issues. The Policy Chair is expected to testify at various meetings, commissions, or legislative hearings to educate individuals about micro business when approved by the NEON Executive Committee. The Policy Chair works closely with the staff from the Nebraska Microenterprise Partnership Fund to implement NEON's policy decisions.
In case of emergency, the Chair must get approval from 3 NEON Executive Committee members before acting on a policy issue.
Duties of the Nominating Committee Chair
- Work with the Nominating Committee to recruit members to run for Executive Committee positions.
- Create ballots/distribute.
- Take care of absentee ballots.
- Count ballots and tally results.
- Assist in the voting process.
- Report the Executive Committee on recruitment efforts
